That's just some fairly recent examples too. There are dozens and dozens of cases of people fully complying and getting killed anyway. Cases where officers were issuing completely impossible or contradictory commands, "suspects" being told to "stop resisting" and being beaten to death when other angles show them not resisting at all. The list goes on and on. "Complying" is not a good way to keep from being brutalized or killed, you're always just rolling the dice of whether or not you're dealing with a psychopath or not.

just because it doesn't always work doesn't mean it's a best practice when dealing with police. dealing with ICE is a different scenario.
