@thisislieven@c.im Defence and Foreign Relationships are the only areas for which the Commission doesn't hold full legislative power. The legislative proposal must be done together with the Council of Ministers (aka Council of the EU) and the EU High Representative (currently Kaja Kallas). Lately there have been some tensions between Von Der Layen and Kallas. I seriously doubt that the announcement VdL made yesterday for Canada wasn't backed up by the Council of the EU and Kallas.

    @s1m0n4@ohai.social I know Kallas is in support and Kubilius has been calling for it from the day he stepped into his role. The Council is where the problem has always been. Frankly, both Councils as the leaders have been reluctant at best as well. I'm not sure if something has changed or that VDL spoke out of bounds (wouldn't be the first time). Based on reporting the latter seems more likely but no journalists were in the rooms where this may have been discussed, so who knows? Sadly, the Council of the EU does a fairly good job at keeping things watertight.
