The Council is where the problem has always been. Frankly, both Councils as the leaders have been reluctant at best as well.
I'm not sure if something has changed or that VDL spoke out of bounds (wouldn't be the first time). Based on reporting the latter seems more likely but no journalists were in the rooms where this may have been discussed, so who knows?
Sadly, the Council of the EU does a fairly good job at keeping things watertight.

@thisislieven@c.im In the Council most votes require a qualified majority and without Orban we now have a compact Eastern flank. The issue might concern Southern or Western countries that aren't directly threatened by Russia, like Italy, Spain and Portugal. I wondered yesterday why Italy wasn't mentioned in VdL's speech. That may be the reason. Spain can be leveraged on the migrants issue, but Italy? Public debt is lower now and there isn't a migrants crisis.
