dead letter /ˌded ˈledər/ Inactive rules: A law, rule, or treaty that still exists on paper but has lost its power or practical use. It still fits doesn’t it? I’m not gonna lie, I don’t think I’ve ever read this term before, so I could be very, very wrong.
