(https://dev-docs.kicad.org/en/rules-guidelines/tool-generated-content/index.html) And judging by the recent commit history they're leaning into it pretty hard, that's a lot of slop-commits.. (https://slopscan.ava.pet/repo/https%3A%2F%2Fgithub.com%2FKiCad%2Fkicad-source-mirror) Apparently the only other such tool that is FOSS is called Fritzing that doesn't have any slop yet actually! Also no policy either way so just a matter of time.. :neocat_floof_sad:
