For long-term renters, the Govt. may be about to save them from fixed-term tenancies & no-fault evictions, but by turning all tenancies into 'periodic' or indefinite tenancies has expose renters to a yearly stamp-duty calculation.
While this doesn't become payable until rent has reached a cumulative £125k, a yearly tax return *is* required.... and in London its likely only to take six years to reach the rent threshold (longer elsewhere, less time for shared housing).

@ChrisMayLA6@zirk.us I think you may have misunderstood the use of tenant in relation to the Stamp Duty Land Tax. As far as I can see by reading relevant parts of the manual, it refers to tenants with leases who acquire a chargeable interest in the property, not ordinary rental tenants who do not acquire such interest. https://www.gov.uk/hmrc-internal-manuals/stamp-duty-land-tax-manual/sdltm00260
