I think you may have misunderstood the use of tenant in relation to the Stamp Duty Land Tax. As far as I can see by reading relevant parts of the manual, it refers to tenants with leases who acquire a chargeable interest in the property, not ordinary rental tenants who do not acquire such interest.

@amokura@mastodonapp.uk Well, in that case it may be the FT that has miss-read the issue; I took the broad point from their story his morning - it seems to be a categorisation issue - how long term renters are designated. But the FT is by no means infallible, but their claim was that the Govt. was scrambling to 'solve' the issue as presented - but then again, perhaps party advisors have also miss-read the rules?
