I think Ruth Dreyfus, Yvette Jaggi, and Micheline Calmy-Rey who have served as head of state might disagree. We are non-monolithic all the way up. We are the only diplomatically important country on earth in which the ability for the head of government to hold more than one competing thought at a time is guaranteed, by dint of there being seven of them, representing all of the major parties.
