I’d assume that it’s based on some form of measure. How many times streamed, average episode rating, how many streaming/hosting licenses were purchased, etc etc. I can absolutely see how a show without much narrative complexity but is delightful ‘popcorn’ to second-screen watch after a long day could perform well. It’s all in which metrics were used and how they were weighted.
