As always, to be clear, I’m not blaming teachers. It’s admin and above forcing teachers to pass students and tying their hands.

Parents are 100% the problem. You need to instill a sense of wonder, a willingness to learn, and some notion of a work ethic well before the kids first enter school. Like racism and misogyny, stupidity is learned.
