As someone who maintains OSS Python projects, and who uses Python at work, I'm interested in figuring out if I can make my usage of PyPI more efficient. I appreciate the How You Can Help piece, because yes, I think we could cache packages very easily. We pin all our dependencies so we don't need to pull very often.
