This is the principle, named for the writer G.K. Chesterton, that you should not tear down a fence until you understand why it was put up — or, more broadly, should not lightly alter longstanding policies or customs without understanding the rationale behind them & the function they served.

Though in this case the rationale for not advertising the contents of an envelope containing an extremely sensitive identity document ought to be pretty screamingly obvious.
