To me, the post was implicitly about personal usage, so universities, science institutions and other entities that have very good reasons to be requiring more calculation power, can still have their clusters etc. In that case, they likely would need to put serious effort into creating their special hardware as it would not be publicly available. I think you did not imply this to the post and then all this research would become incredibly slow. We would need to hear @mike@social.chinwag.org's opinion on these cases then.
