If we want to be technical, it is a ceasefire with the Iranian government, this is the IRGC that has been told the straight has been opened by the government, if the government is OK with this then they would simply be rogue terrorists. It's a fine line since the IRGC was created by the Iranian government but given the situation confusion desent and rebellion is to be expected.
