I'll bet my life, Mom's life, both my brother's lives - it would not go through, after only one council meeting, because super rich elites would not want that in their backyards. They're OK having it in our lesser privileged backyards though. That's the same municipality that refused to build or convert unused old buildings into more affordable housing.
