The reason "ACAB" is safe edgy isn't that cops are not bastards, most of them are in fact bastards if I'm being honest, it's that the vast majority of people have very few interactions with the police, if any. And if you are frequently bothered by the cops (barring living in a corrupt authoritarian shithole of course) the problem is more likely you than them.
