Zara could well get in trouble (a formal report acts as the difference between Metpol treating it as a harmless prank or criminal damage), and it wouldn't delay the roadworks as the contractors get penalties if they don't do the work on time they get a certain window for the road closures and get fined if they do things outside this. I learned all this recently after speaking to Suffolk Highways as the electricity company had coned off a large portion of my street a day *before* the actual time (they told me that UKPN were likely to be fined for this as even they hadn't expected the roadworks to start on that day)
