It's a military rifle cartridge, possibly 7.62×51mm NATO. If so that's a substantially more powerful cartridge than used in modern assault rifles, so probably either a Negev light machine gun or sniper.
The Israeli Galil assault rifle used to be made in 7.62×51mm, but those ones are probably obsolete.
If it's what I think it is, it could be made by any NATO country, and probably quite a lot of non-NATO countries. The equivalent Russian cartridge has a shorter case.

@arrrg@kolektiva.social @Rania@freesewing.social @apenkop@mstdn.social Looking at the photograph again, it's possibly the 8.6×70mm cartridge used in the #Israeli Dan sniper rifle. If so, that is a shockingly powerful cartridge; it is designed to penetrate body armour at a kilometre, so it will pretty much go through a brick wall.
