"This is not a failure of prediction. It is a failure of alignment. The climate is changing faster than the infrastructure built to manage it. South Texas is drying. .... The industrial demand layered on top of that system has no mechanism to recalibrate when the rainfall those commitments assumed stops arriving. This is a synchronization failure between climate systems and human systems.
