is it normal to agree to pay for a building before its clear that it can "begin operations"

@gildilinie@beige.party @davidgerard@circumstances.run Good question and totally dependent on how the contracts were set up and when Oracle would need to put skin in the game. It’s hard to believe Oracle would not have to pony up early on given its creditworthiness, which was bad even at project inception.
