Why?
Simple reason: "natural" gas needs to be sold. high investments had been made in the gas system (mainly in distribution). Now: part of the investments are already lost (e.g. blown up pipeline & still 9% less consumption after the crisis caused by the war). This is a difficult problem for these assets: It is surprising to learn how many institutions & people are shareholders.
So, reduce natural gas consumption? God forbid!
No conspiracy theory, these are economic facts.
