They keep it "out of scope", because it is unresolved problem, and they need to rush this app through the deadlines, so they push it for responsibility of member states, but member states won't solve this problem if EU is not able to, thus it will be kept unresolved, and thus EU phone alternatives phones may not be supported. The same problem is with EUID Wallet. There is no mandate that YOU must use such a phone wallet, only that it be made available.
