@Nux@fosstodon.org @chatcontrol@mastodon.social The "detection order" they mention is the order from authorities to a service provider to install chat control technology. It's mentioned in articles 8 and 10 of the proposal if you want to go look up the English term. So, gleaning from the Finnish version, they are essentially saying the detection order system is unconstitutional.
