Europe itself is on a bigger decline than the US. Europe’s markets were heavily subsidized because US military dominance kept the import of raw materials to Europe cheap. Add in Russian fuel, and Europe enjoyed a century of growth (which was affected once the USSR was gone and the concentration of capital began among the member states as well as the multiple capital crises where the US sucked out more wealth from its vassals).
Now that is changing. The entity that was capitalist Europe is never going to get stronger than it is today. Only scenario where all of Europe recovers (instead of France UK and Germany just using the others to suck up more capital) is through a communist Europe.
