As for the second sentence, it's interesting that you bring that up; it wasn't in your original point or my response. As it happens, I agree that not nearly enough of the costs of driving are paid by road users, and would happily dial up some fuel/VMT/GVW taxes.
Don't mistake me for pro-car; that's a slur.

We have "free" parking clogging street space, police, housing (more parking forced by zoning codes), fire/EMT response to car crashes, broken utility poles, smashed bus shelters, kids can't play outside or transport themselves to school, public health costs from emissions of tire particles and exhaust, flat tires and injury to people on bikes hitting potholes, noise position inducing stress and ruining bird habitat, dead animals and people…
