Stage one is always deciding what to call it, since calling it what it is is unacceptable. Not war, a police action or a special military operation. War would be illegal! Not repression, security. Restrictions are a small price to pay for freedom! Not ethnic cleansing, remigration. Ethnic cleansing is what Nazis do! Not genocide. Better not to speak of it at all.
