When it happened noone thought to tell him and he didn't ask despite supposedly "want[ing] to know the answer to certain issues"? In the middle of the scandal noone thought to tell him and he didn't think to ask?

This reporting - that the Cabinet Office was trying to withhold the documents - does somewhat undermine the idea that Starmer started planning how to "update parliament" "as soon as he found out" "earlier this week" He just neesd to ask some questions first...
