@TrueNorthSpice@mastodon.world @dyckron@cosocial.ca If a homeless person is a smoker or heavy drinker and shelters have rules against smoking or drinking, then that homeless person isn't interested in accepting a free home in a shelter. But you can't start allowing people to smoke/drink in such a shelter for safety reasons.
