Ted is likely positioning himself for another presidential run in 2028. Part of that involves making statements that are broadly popular. "The government shouldn't censor speech" is about the most non-controversial thing he could possibly say.

Look I'm no fan of Ted, I don't like his politics and think he's a shitty human. However, he is a perfect example of a human fish monster.
