Another set of proposals to examine, for jurisdictional overreach, lack of common sense in terms of material scope, and so on.
It is only a legislative proposal at the moment, but this is just relentless...

Based on my quick skim, this is indeed a mess. Small, low risk services are not out of scope. So yet another set of rules for fedi service providers to contemplate (or not, as they see fit).
