Conspiracy theory since the BLM is selling rounded up wild horses to buyers and then those buyers are suspected of selling to slaughter houses. Meanwhile the administration is waiving tariffs to import lean meat trimmings without specifying the source countries. The theory is those two things are directly linked. Article on the Horses
