Eh. I think it depends. In general, it should alleviate the dread. Without such relief, they'd essentially be in the same boat if they hadn't left. We want to incentivse people to leave. However, if they're a fuckwit (looking at you ICE guy who killed that lady), then they might as well just kill themselves. *Edit: spelling
