@penwing@wandering.shop @pwaring@social.xk7.net not really. sure, as a senior civil servant he was adept at scheming and manipulation, but can you really look at Sir Humphrey and tell me he wouldn't be completely at sea if called upon to make - and take responsibility for - an actual decision?
