It's an extremely complicated web to unweave. The leasing business is far too profitable with many greasy palms. It's also a way of managing long term risk (or so the argument goes)

@MikeFromLFE@cupoftea.social Yes indeed, which is probably the reason for pragmatically saying that it wouldn’t apply to existing stuff, just potential new orders. Much easier doing the process the other way in the early 90s!
