Do reporting users have to give permission to access DMs or are they fully open to admins by default?

@EloPup@mastodon.social So when an admin reviews a DM report, we log the activity in the admin log, but yeah, just like every other platform like Mastodon, Pixelfed and GotoSocial, admins do have access to DMs. When we roll out encrypted DMs, admins will not be able to see them, with the exception of a reported message.
