It matters in terms of communicating what is at stake. If the low information voters is told not even the democrats will impeach or not all democrats agree what he did was bad, then it must not be that bad.

The House voted 232-147 to table another resolution brought by Rep. Green regarding aggressive immigration enforcement. Eighteen literally doesn’t matter and might politically help them in red/purple area to not vote for a impeachment that will ultimately lose.
