It is quite interesting why no dictatorship has done this until now. Or with positive reinforcement aka a little wire into the pleasure center or something. China has this social credit system but AFAIK it is mostly negative (punishing) and not focusing on conditioning of positive traits - what really surprised me when I heard of the specifics of it. There was one Sci-fi I really enjoyed about this topic which is called „NSA - Nationales Sicherheits Amt“ which is basically a „what if“ the Nazis would have had computers.
