"Canada and partners recognize the direct threat to peace posed by the Israeli government's endorsement of the E1 settlement scheme , and with reluctance, we hacve announced out *intentions* to bring forward trade restrictions targetting goods produced in those illegal Israeli settlements". Nice words, but no impact, If those settlements are residential instead of industrial, so the intention to eventually consider a committee to recomment trade sanctions has NO effect.
